In order to meet the country's domestic grain needs during the state of emergency, the Ministry of Agriculture of the Republic of Kazakhstan (hereinafter referred to as the Ministry) introduced measures to limit exports and ensure guaranteed deliveries of certain types of goods to the domestic market (order of the Minister of Agriculture of the Republic of Kazakhstan S. Omarov K. as of April 2, 2020 No. 111 “On some issues of the export of certain goods from the territory of the Republic of Kazakhstan”, http://zan.gov.kz/client/#!/doc/140952/rus).
The Ministry prohibited the export of buckwheat and sunflower seeds from the territory of the Republic of Kazakhstan, and limited the wheat export allowing quotas on a monthly basis. Thus, in April 2020, export of soft wheat and meslin is subject to restriction: HS code is 1001 99 000 0, corresponding to 3rd and 4th class soft wheat with qualitative characteristics meeting the requirements of ST RK 1046-2008 “Wheat. Technical conditions". The volume of quota for April 2020 is 200,000 tons.
At the same time, the volume of guaranteed deliveries of wheat to the domestic market of the Republic of Kazakhstan in April 2020 is 60,000 tons. The fixed price for sales to the domestic market (on terms of delivery EXW, INCOTERMS 2020, linear licensed elevator) for April 2020 is:
1) 88 000 (eighty-eight thousand) tenge with VAT for 3rd class soft wheat;
2) 84 000 (eighty-four thousand) tenge with VAT for 4th class soft wheat.
